Exploration and commitment are not the same gesture
Health plans managing 25+ active networks had no way to see that Cardiology was failing across hundreds of county-specialties — because critical oversight was buried inside individual projects with no portfolio-level view. This project built that view — separating analysis from commitment, and surfacing risk across an entire network portfolio so the most consequential problems surface first, not last.
